Terms of Participation

Terms and Conditions for Participation in REACH Events (“Terms of Participation”)

REACH is the Government's Feedback Unit. We aim to gather and gauge ground sentiments, engage citizens and promote active citizenry. Our engagement platforms (both virtual and in-person), including but not limited to, events, dialogues, public forums, focus group discussions surveys and social media platforms, provide channels for you to share your feedback with the Government. Feedback received may be recorded (whether through the use of audio/sound recordings, or in writing) by REACH and/or surfaced to relevant agencies. We also facilitate communication between citizens and agencies by proactively initiating discussions on various topics.

  1. In exchange for your participation in any event organised by REACH (“Event”), including any physical event (“Physical Event”) and virtual event (“Virtual Event”), you agree to be bound and abide by these Terms of Participation. By registering for or otherwise participating in any Event, you indicate your acceptance of these Terms of Participation.

  2. REACH may add to, delete or modify any or all of these Terms of Participation at any time without notice to you. The most current version of the Terms of Participation can be found at Terms of Participation for REACH Events.

  3. The Event is organised by REACH, representing the Government of the Republic of Singapore.

  4. All registrations/applications for participation in the Event are subject to availability of seats and/or optimal capacity of the applicable platform, and any availability information is subject to change without notice. REACH reserves the right to refuse any registrations/applications it receives for any reason. By submitting your registration/application, you agree to these Terms of Participation, as well as all other policies, terms and conditions applicable to the Event and made known to you by REACH (whether prior to, during or after the Event).

  5. REACH reserves the right to postpone, cancel, interrupt or terminate the Event, or make any other changes to the Event (including changes to venue/platform, programmes, dates, times or audience capacity), at any time, without prior notice and without any liability to you. 

  6. By submitting your application/registration for participation in the Event or otherwise participating in the same, you agree and consent to:

    1. the terms of REACH’s privacy policy as amended from time to time, the most recent version being reflected at REACH Privacy Policy (“Privacy Policy”);

    2. REACH, as well as our representatives, agents, suppliers and Event sponsors, collecting, using, disclosing and processing your personal data, and sharing your personal data between ourselves, to communicate with you for purposes related to the Event, for REACH’s publicity and/or advertising campaigns connected to the Event, and for purposes indicated in the Privacy Policy or in relation to which you have otherwise provided REACH with consent;   and

    3. REACH, as well as our respective representatives, agents,  suppliers and Event sponsors, collecting, using, disclosing your personal data, and sharing between ourselves your personal data, including the photographs or audio-video or other recordings of you (“Materials”), for publicity and/or use in advertisements across all media, including, without limitation, in REACH’s publications, presentations, promotional materials on its websites, in its original or edited format, and whether to promote the Event or otherwise, and without further notification, remuneration or compensation to you. You further agree that the Virtual Events may be recorded, and by you providing any video or audio feeds, which shall also be deemed to be part of the Materials, you agree that these feeds may be recorded as part of the recording of the Virtual Events, which REACH may use, distribute and/ or exploit in such manner as we may see fit, including without limitation, via postings on social media and other distribution platforms.

  7. In addition, you agree that REACH may also collect, use, disclose and process your personal data and share your personal data with our partners, Event sponsors and advertisers for the purpose of sending you details of events, activities, services, products and benefits, including promotions.

  8. Additionally, by registering for and/or participating in the Event, you further agree that:

    1. the copyright and all other intellectual property rights in and to all Materials shall vest solely and absolutely in REACH without further compensation’; and

    2. as applicable and to the maximum extent permissible under law, you hereby waive your moral rights in and to all Materials in favour of REACH.

  9. Entry/Access to the Event venue/platform may be subject to the venue/platform owner’s, REACH’s and/or the organiser’s prevailing terms and conditions of entry.

  10. You may be asked to produce your valid photo ID (NRIC, Passport, or Driver’s License) for inspection before being granted admission to the Event.

  11. REACH reserves the right to refuse admission to or remove from the Event, any person(s) whose conduct is disorderly or inappropriate or who poses a threat to security, or to the enjoyment of the Event by others.

  12. You acknowledge and agree that any information and views expressed by the speakers or presenters are solely their own and REACH is not responsible for any such information or views made available at the Event. You further understand, acknowledge and agree that REACH makes no warranties or representations in respect of the accuracy, timeliness, completeness, integrity or quality of any information or other content or material which may be made available via the Event.

  13. if the Event, or any part thereof, is specifically stated to be held under the Chatham House Rule, you may use the information received by you during and for purposes of the Event, but neither the identity nor the affiliation of the speaker(s), nor that of any other participant, may be revealed.

  14. The use of photographic equipment by registrants/participants is allowed for private domestic purposes only. All other recording and any transmission by registrants/participants is prohibited, including (without limitation) taking of photographs and recording of any data or information of or relating to the Event and any other participant. 

  15. REACH shall not be liable for any loss (including, without limitation, indirect or consequential loss), damage, personal injury or death in connection with your registration/application for, attendance at or participation in the Event, or any postponement, cancellation or any other changes made by REACH to the Event, except any liability that cannot be excluded by law (in which case that liability is limited to the minimum allowable by law). 

  16. In the event of any breach of these Terms of Participation by you, or any act or omission by you which results in such a breach, you shall indemnify, keep indemnified and hold REACH harmless from and against all actions, proceedings, claims, demands, loss, damages, costs, legal costs and other expenses of any nature which may be made or brought against or suffered or incurred by REACH, whether directly or indirectly.

  17. These Terms of Participation are governed by the laws of the Republic of Singapore, and you agree to submit to the non-exclusive jurisdiction of the Singapore courts.

Specific Terms for Virtual Events

  1. You acknowledge and agree that:

    1. Your and/or REACH’s access to the Internet and/or the Virtual Event may be prevented or interrupted by circumstances beyond our reasonable control, including without limitation, unavailability or interruption of the Internet or other electronic or telecommunication services and network transmissions (“Service Disruption Event”). REACH will not be responsible or liable for any losses and/or indirect or consequential damages arising out of or in connection with any such Service Disruption Event;

    2. You are responsible for providing, at your own expense, all equipment necessary to access the Virtual Event, including but not limited to a computer and your own Internet access (including payment of third party charges associated with such access, as applicable);

    3. In order to access the Virtual Event, you may be required to configure your software settings on a web-device upon first use, to download the software for the operating system, and/or to create an account and password with a third-party platform service provider;

    4. Any registration data you provide to a third-party platform service provider, is subject to its terms and conditions. REACH and/or the organiser will not be provided, obtain, use or disseminate any such registration data. REACH and the organiser expressly disclaim any liability for the third-party platform service provider’s use of any registration data you provide to them;

    5. You are solely responsible for maintaining the confidentiality of your passwords and accounts with the third-party platform service provider, and for any and all statements made and acts or omissions that occur through the use of the passwords and accounts, including any mail or other forms of communication sent and any charges incurred; and

    6. The Virtual Event and any recordings of the same, if made accessible to you, are to be viewed by you only; such content must under no circumstances be recorded, modified, uploaded, posted, transmitted, republished, distributed, used, adapted, reproduced, translated, or copied for any purpose whatsoever without REACH’s prior written permission.

  2. You further acknowledge and agree that:

    1. You are solely responsible for any content that you post, communicate or otherwise make available on or through the Virtual Event, including without limitation, the content’s accuracy and reliability, rights clearance, and compliance with law and legal restrictions associated with any such content. Any content made available by you is not considered confidential by REACH and may be disseminated or used by us without compensation or liability to you for any purpose whatsoever;

    2. You shall not:

      1. make any comments or remarks that may be unlawful, harmful, threatening, abusive, harassing, tortious, defamatory, vulgar, obscene, libellous, invasive of another's privacy, hateful, or racially, religiously, ethnically or otherwise objectionable, irrelevant to REACH's purposes or irrelevant to the existing/ ongoing discussion(s). REACH has the sole discretion to decide if any comment/remark falls within these said categories; 

      2. do anything which may disrupt the Virtual Event or be disruptive of other participants’ participation and engagement in the Virtual Event (including any discussion, dialogue or other exchange in the course of the Virtual Event), or otherwise act in a manner that negatively affects other participants' experience and/or ability to engage in face to face or any other real time exchanges; 

      3. threaten, stalk or otherwise harass any other participant or any person employed by REACH, our representatives, agents, suppliers or the Virtual Event sponsors; and

      4. restrict or inhibit any other participant from accessing or participating in the Virtual Event;

    3. All content, including without limitation any content made available by you or other participants, is not monitored by REACH. REACH does not pre-screen nor do we exercise editorial control over content, and are not responsible for the same. We may however, in our sole discretion, screen, delete and/or remove any content made available by any participant (including yourself) if we receive a complaint from other participants or a notice of intellectual property infringement or other legal instruction for removal, or which in our sole and absolute opinion violates these Terms of Participation, or is otherwise illegal or objectionable, or any other reason as REACH may see fit. REACH may use automated systems that analyse any content to help detect infringement and abuse, such as spam, malware and illegal content; and

    4. We may also block communication by you or other participants on the Virtual Event as part of our effort in protecting the Virtual Event or other participants, or otherwise enforcing the provisions of these Terms of Participation, without any refund or compensation.
