The Ministry of Manpower (MOM), on behalf of the tripartite partners, is inviting members of the public to provide feedback on the draft of the updated Tripartite Advisory on Responsible Outsourcing Practices (“Advisory”) (see Annex A).
Detailed Description
The Ministry of Manpower (MOM), on behalf of the tripartite partners, is inviting members of the public to provide feedback on the draft of the updated Tripartite Advisory on Responsible Outsourcing Practices (“Advisory”) (see Annex A).
Objective
Service buyers (companies who outsource some of their functions) are well-placed to influence the employment practices of their service providers, particularly those providing cleaning, landscaping and security services. Service buyers who adopt responsible outsourcing practices can help to improve the employment terms and conditions of the workers that are employed by their service providers, and at the same time, benefit from the positive relationship between their service providers and workers.
To help service buyers outsource their services in a responsible manner, the Tripartite Committee on CPF and Work-Related Benefits for Low-Wage Workers (“TriCom”) released a Tripartite Advisory on Responsible Outsourcing Practices (“Advisory”) in March 2008 and has been encouraging service buyers to adopt the Advisory. Taking into account feedback on the Advisory as well as best practices adopted by service buyers, the renamed Tripartite Committee for Low-Wage Workers and Inclusive Growth has updated the Advisory to ensure it remains relevant and practical for service buyers.
Period of Consultation
The period of public consultation is from 5 August 2011 to 19 August 2011. The tripartite partners will consider the feedback received before finalising the Advisory by end 2011.
Feedback Format and ChannelThe public are invited to give their feedback on the draft updated Advisory using the prescribed feedback template (in Annex B). Please follow the following format in providing feedback:
Identify yourself as well as the organisation you represent (if any) so that we may follow-up to clarify any issues;
Use the prescribed feedback template to provide clear and concise comments and suggestions;
Explain your points with illustrations and examples where possible.
