Public Consultation on Amendment to the Jurong Town Corporation Act (Chapter 150)
INTRODUCTION
JTC Corporation (JTC) is seeking public feedback on a proposed amendment to the Jurong Town Corporation Act (Chapter 150) (the “JTC Act”).
SCOPE OF THE CONSULTATION EXERCISE
It is proposed that the JTC Act be amended to provide JTC with a new function and the powers to collect, analyse and publish more comprehensive statistical data and information on the industrial property market in Singapore. With the proposed amendment, JTC will take the lead in the collection, analysis and publication of industrial property statistics.
The availability of a more comprehensive set of data can help to increase market transparency, as well as enable industrialists, developers and investors to make more informed decisions.
While JTC takes the lead in the collection, analysis and publication of industrial property statistics, the Urban Redevelopment Authority (URA) will retain its authority to collect, analyse and publish statistics in all property sectors. There will be arrangements in place between JTC and URA to ensure that respondents will not be polled twice for the same industrial property data.
GUIDELINES
To ensure that the consultation exercise is productive and focused, respondents are requested to observe these guidelines when providing their feedback:

Please be clear and concise in your comments.
Please focus your comments on the legislative amendment and how it can be improved.
As far as possible, please explain your points with illustrations, examples, data or alternative suggestions.
This draft amendment to the JTC Act is released only for the purpose of consultation and does not represent the final legislation. All comments received during the consultation exercise will be reviewed thoroughly and, if accepted, will be incorporated into the Bill for introduction in Parliament.
PERIOD OF CONSULTATION
The consultation exercise will be conducted from 8 February 2013 and will close on 13 March 2013 instead of 1 March 2013. We seek your understanding that only comments received by 13 March 2013 will be considered to allow sufficient time to incorporate them into the final Bill.

We encourage all interested participants to submit your comments via the REACH consultation portal (www.reach.gov.sg).
SUMMARY OF RESPONSE
A summary report of the feedback received will be published on the REACH website sometime in March 2013. The identity of respondents will not be disclosed in the summary.
