Detailed Description
Aim
The National Council of Social Service (NCSS) would like to invite the business community to provide feedback on the Sustainable Philanthropy Framework and Metrics, which is targeted to be launched in 2024.
Background
2. Announced by Minister for Social and Family Development, Mr Masagos Zulkifli at the Social Service Summit 2023, the Sustainable Philanthropy Framework was developed to encourage businesses to adopt a longer-term approach to give back to the community in which they operate and strengthen Singapore's social compact.
3. The Framework will comprise a set of metrics that will help businesses measure, monitor and eventually benchmark themselves on the societal impact of their philanthropic efforts, and how well they are doing in the “S” aspect of ESG (Environmental, Social and Governance) goals. This will be supported by a Playbook, which aims to guide businesses to deepen their commitment in their giving journey by embracing shared value. The Playbook is designed to cater to businesses at different stages of their philanthropic journey, whether they are just starting out, or more experienced and seeking to contribute meaningfully to help solve complex social issues.
4. Initiated by the National Council of Social Service (NCSS), and in partnership with the National Volunteer and Philanthropy Centre (NVPC), the Sustainable Philanthropy Framework was developed in collaboration with partners like the Singapore Centre for Social Enterprise (raiSE), Ministry of Social and Family Development (MSF) and the SG Cares Office, to better articulate and strengthen the Society impact area of NVPC’s Corporate Purpose Framework.
5. To ensure that the Framework is relevant and useful in helping businesses measure the social impact of their philanthropic efforts, NCSS would like to invite the business community to provide feedback on the Framework and Metrics in Annex A.
Guidelines
6. We request that you observe these guidelines when sharing your comments:
a. Please identify yourself as well as the organisation you represent (if any) so that we may follow up with you to clarify your comments, if necessary.
b. Be clear and concise in your comments.
c. Provide constructive feedback on how the Framework and Metrics can be improved to facilitate adoption.
7. Please note that the Framework and Metrics are released solely for the purpose of seeking feedback and these are not final. All comments received during this consultation exercise will be thoroughly reviewed and where necessary, incorporated in the final version prior to the launch.

8. We appreciate your feedback by 5 April 2024, 5pm. We regret to inform that comments received after that will not be considered.
